Bearing in mind the new Pub rules on smoking in that if you want a drag on your fag you have to go outside.Well it got me thinking what about our friend the average friendly neighbourhood Tramp,you know the guy that sits in the park and shouts random eccentricities.The question is If he wants to have a cig does he have to exit the park and take his drags at the gates?
